Rivers are the highways of the wilderness, especially in winter. Game animals prefer the conditions along the edge of a river, and wolf packs use river routes for hunting or for simply moving about their wide-ranging territory. Perhaps the snow has partially thawed and then frozen again, and the snow on top has made travelling easier for the wolves. 

The wolf in the foreground has noticed the viewer, but there is no expression of threat or fear.
These are wolves as they should be – wild and free – masters of their own domain.”
